NIN Fraud: Nigerian Lawmakers to Probe Telcos for Illegal SIM Linkages

The House of Representatives has taken a significant step to investigate telecom companies (telcos) over unauthorized linking of National Identity Numbers (NINs) to phone numbers. This move follows increasing concerns about the security and privacy of subscribers after reports of improper data linkage.

On February 5, 2025, during a plenary session, lawmakers passed a resolution to probe telcos after a motion of urgent public importance was adopted. The motion was co-sponsored by two All Progressives Congress (APC) lawmakers: Patrick Umoh from Akwa Ibom State and Julius Ihonvbere, the House majority leader from Owan Constituency, Edo State.

What’s Behind the Probe?

The Federal Government introduced the NIN-SIM linkage initiative in 2020, mandating that all SIM cards be linked to valid National Identity Numbers. This was aimed at reducing crime and enhancing security. However, recent reports have emerged that some telcos are linking subscribers’ NINs to phone numbers without consent.

These unauthorized linkages put individuals at serious risk, including potential identity theft, financial fraud, and cybercrime. Lawmakers like Umoh pointed out that this breach not only violates the Nigeria Data Protection Act 2023 but also the Nigeria Data Protection Regulation (NDPR) 2019.

A Personal Touch

The issue hit home for many, including lawmaker Ibrahim Isiaka from Ogun State. Isiaka shared his personal experience, revealing that four of his phone numbers were linked to his NIN without his approval. This kind of illegal data practice is causing widespread concern, with many Nigerians now questioning the safety of their personal information.

What’s Next?

With the motion passed, the Nigerian Communications Commission (NCC) is now tasked with investigating the claims. If any telco is found guilty of unauthorized linkages, they could face sanctions. The House has also directed the committees on communication and interior to conduct a thorough investigation and report back within four weeks.

This probe is a critical step toward ensuring that telecom companies respect data privacy laws and protect Nigerian citizens from further harm. With the growing rise of cybercrime, it’s more important than ever that our personal data remains secure and used responsibly.
